Parish Council Meeting held at The Function Room, The Bush Inn HR4 8EH

The Chairman welcomed all present to the Parish Council Meeting.
1.0 To Receive Apologies for Absence
Resolved: Cllr T Rice and Balfour Beatty Locality Steward Mr P Pankhurst
2.0 To Approve the Minutes of the Parish Council Meeting held on Tuesday 25th November 2014 and the Extraordinary Meeting on Wednesday 28th January 2015
Resolved – Both sets of Minutes were confirmed and signed by the Chair.
3.0 To Receive Declarations of Interests and Applications for Dispensations
Resolved – There were no Declarations of Interest or Applications for a Dispensation.
4.0 To Receive Reports
4.1 Balfour Beatty Locality Steward (Mr Philip Pankhurst)
In the absence of Philip Pankhurst there was no report. However his weekly updates and the monthly Balfour Beatty newsletters had been circulated.
4.2 Herefordshire Councillor (Cllr M Cooper)
In the absence of Cllr Cooper there was no report.
4.3 Westhope Common Management Association (Cllr Mrs I Stokes)
Cllr Stokes reported that the AGM was held on 9th November 2014. The members were re-elected en bloc. This was followed by an interesting talk on fungi. The subscriptions were set at £10 for the year.
At the meeting held on 10th February 2014 it was reported that all animals had been removed from the common. The two failed Jubilee Oaks are to be replaced. The stoning of tracks had been completed.
Next meeting to be held on the 14th April 2014.
Resolved: Report noted. The state of the ditches raised concern for the safety of walkers. Cllr Stokes thanked and would pass on the concerns.
5.0 Open Time – To Note Matters From Local Residents Relevant to the Parish
Resolved: No matters raised
6.0 To Receive the Clerks Report, General Updates and Note the Information Sheet
All updates since the meeting on 25th November 2014 are included in the Information Sheet which had been circulated.
Resolved: Reports, Updates and Information Sheet noted.
7.0 Financial Matters
7.1 To Receive a Report from the RFO
Bank Balances as of 13th February 2015: Community Account: £2,101.79 and Business Premium Account: £979.83.
The budget spend to date was circulated.
Resolved: Report noted.
7.2 To Consider the following Payments
7.2.1 Payments Made Since Last Meeting: None
7.2.2 Outstanding Payments: Clerks salary (Jan/March) £130.40 (468); HMRC (PAYE Jan/March) £32.40 (469); The Bush Inn (Room hire x 2) 30.00 (470) and Clerks Expenses for 2014/15 £177.39 (471)
Resolved: The above payments were agreed.
8.0 Planning Matters
8.1 150283FH – Birley Hill Cottage, Bush Bank HR4 8EN – proposed 2 storey extension, erection of detached garage/store and formation of vehicular access
Resolved: No objections. However there was a concern that the boundary hedges had been removed and questioned why?
8.2 150191FH – The Croft, Knapton HR4 8ER – proposed conversion and alterations to an existing agricultural building to create one dwelling
Resolved: No objections. It was noted that an oak frame extension was being erected on the south east side of the main farmhouse but no planning application had been received! Clerk to consult with the planning department.
9.0 Highway Matters
9.1 To Receive any Issues for Parish Lengthsman Scheme
Resolved: The Clerk confirmed that there was still £663.00 in the budget to be spent before the end of March 2015.
Resolved – The Lengthsman was in the process of completing various items of work throughout the parish and would be submitting an invoice shortly.
9.2 To Receive any Issues for Herefordshire Highways
The 20 sandbags for Knapton had been received however the 30 sandbags for the Bush Bank area were still outstanding.
Resolved: Clerk to check with Balfour Beatty.
9.3 Public Rights of Way
Resolved: PROW issues are progressing and will be walked when the weather improves later in the spring/summer.
10.0 To Receive Updates
10.1 Erection of new Notice Boards
Resolved – The new notice boards at Upper Hill and on the A4110 at Knapton Green should be erected shortly. Priority to be given to Upper Hill.
10.2 Restoration of the War Memorial
Resolved – The work should be completed in the two months.
11.0 To Raise Items for the next Scheduled Parish Council Meeting
Resolved: Items deferred from this meeting.
12.0 To Confirm the Date of the Annual Parish and annual Parish Council Meeting
Resolved: Tuesday 19th May 2015 at 7pm.
