ANNUAL PARISH MEETING OF BIRLEY WITH UPPER HILL 2017

Minutes of the Annual Parish Meeting held in the Function Room, Bush Inn HR4 8EH
at 7.00pm on Tuesday 9th May 2017

Present: Mrs A Pendleton, (Chairman); Mrs I Stokes; Mr J Gough; Mr R Grayburn, Mr J Mackay-Lewis; Mr A Last and Mrs S de Rohan.

Also in Attendance: Ward Cllr M Cooper and Mr M Hopkins (Clerk).
Public: None.

1. Mrs A M Pendleton welcomed everyone to the Annual Parish Meeting.

2. Apologies: None received.

3. The Minutes: Minutes of the meeting on 10th May 2016 were approved.

4. Matters Arising: There were no matters arising.

5. Reports:
The Chair – Mrs A M Pendleton outlined the main activities within the Parish. In brief she reported on the Remembrance Service held in November. One contentious planning applications along the A4110 for the erection of two poultry units (refused).
Finally she thanked the Parish Councillors, the Ward Councillor and Clerk for their hard work and support during 2016/17.
In return Mrs Pendleton was thanked for all her hard work and dedication over the last 12 months

Ward Cllr Mark Cooper: Cllr Cooper reported on the issues around his Ward. In particular the lack of funds to repair and resurface roads and to fund adult social care.
The disposal of small holdings in the county, a world class teaching university in Hereford, the future of the racecourse, Hereford football club, Weobley Post Office and the contentious planning application.

Westhope Common Management Committee: Cllr Ivy Stokes reported that Ken Pearce had again been elected chairman. Maintenance work was required on the cattle grid at Beech Farm. A company that makes briquettes from bracken was to be approached. Livestock had been removed from the common and weather permitting would be returned later this month. Huw Sherlock was to give a talk on the history of the common. BT were carrying out work on three connecting boxes on the common. One of the Jubilee Oaks had failed and was to be replaced in the autumn.
The next meeting is on 7th June 2017.

6. Open Discussion:
Discussion took place on the poor condition of the road within the parish and in adjoining parishes.
It was confirmed that from lack of funding the parish would no longer be part of the Lengthsman Scheme.

There being no further business the Chairman declared the meeting closed at 7.30pm.
