The Chairman welcomed all present to the Parish Council Meeting.

1.0 To Receive Apologies for Absence
Resolved: All present.

2.0 To Approve the Minutes of the Parish Council Meeting held on Tuesday 1st September 2015
Resolved – The Minutes were confirmed and signed by the Chair.

3.0 To Receive Declarations of Interests and Applications for Dispensations
Resolved – There were no Declarations of Interest or Applications for a Dispensation.

4.0 To Receive Reports
4.1 Herefordshire Councillor (Cllr M Cooper)
In brief Cllr Cooper reported on:
The structure of the General Overview and Scrutiny Committee and they are at present considering the future of the counties smallholding farms.
The Core Strategy has now been approved by the inspectorate and is now an adopted policy for the Council.
Highways – the main resurfacing programme for 2015 is virtually complete. To date 1,500 of the 2,800 grit bins in the county have been filled.

4.2 Westhope Common Management Association (Cllr Mrs I Stokes)
Cllr Stokes report that a Red Kite has again been seen over the common. Glow worms, which are nationally in decline, have been seen on the Westhope side of the Five Ways track junction.
At the AGM (to be held on 1st December, 7.00pm at the Nags Head, Canon Pyon) Dinmore resident Dr Malcolm Russell MBE will give an illustrated talk on his work with The Mercia Accident Rescue Service (MARS) and other aspects of disaster relief and the development of specialist trauma equipment. MARS works closely with local emergency services to provide medical assistance whenever needed.
Resolved: Report noted and Cllr Stokes thanked.

5.0 Open Time – To Note Matters From Local Residents Relevant to the Parish

6.0 To Receive the Clerks Report, General Updates and Note the Information Sheet
All updates from meeting on 1st September 2015 are included in the Information Sheet which had been circulated and a copy attached to these minutes.
Resolved: Reports, Updates and Information Sheet noted.

7.0 Financial Matters
7.1 To Receive a Report from the RFO
Bank Balances as of 13th October 2015: Community Account – £2,144.70 and Business Premium Account – £980.19.
The budget spend to date was circulated and a copy is attached to these minutes
Resolved: Report noted.
7.2 To Consider the following Payments
7.2.1 Payments Made Since Last Meeting: Gwent Memorials (Restoration of the War Memorial at Upper Hill) £830.00 (484) Approved at the meeting held on 28th January 2015.

7.2.2 Outstanding Payments: Birley PCC £200 (485), M&S (Internal Auditor) £30.00 (486), The Bush Inn (Room hire) 15.00 (487); RBL 2 x wreaths £30.00 (488), Clerks salary (Oct/Dec) £130.10 (489) and HMRC (PAYE Oct/Dec) £32.40 (490).
Resolved: The above payments were agreed.

7.3 To Consider Ideas to raise £400 towards the War Memorial Restoration Project
Resolved: It was agreed to hold a draw at the Parish Christmas event.

8.0 To Consider and Agree the Budget for 2016/17
The proposed budget was circulated and discussed.
Resolved – The Budget spend of £2,440.00 was agreed and approved (copy attached to these minutes).
9.0 To Consider and Agree the Precept for 2016/17
Resolved – It was agreed to increase the Precept to £2,500.

10.0 Planning Matters
Decisions/Notifications Received from Hereford Planning Department:
152367: Dalree, Bush Bank HR4 8EN (Proposed conversion of existing garage to bedroom with en-suite). Granted with conditions.
Resolved: Decision noted.

Planning Applications Received from Hereford Planning Department:
153172: Highfield, Bush Bank HR4 8PG (Proposed erection of single storey rear extension)
Resolved: Application supported
Planning Applications Received from Hereford Planning Department:
153345: Rose Cottage, Birley HR4 8ET (Proposed garage for classic car collection)
Resolved: The Parish Council had no objections to this planning application. However as proposed building is adjacent to the village road and opposite to a Grade 1 listed church it was considered that the aesthetics could be improved. It was suggested that sawn timbered boards could be used for the walls rather than the proposed box profile steel sheeting.

11.0 Highway Matters
11.1 To Receive any Issues for Parish Lengthsman Scheme
Resolved: The Clerk confirmed that there was still £1,044.00 in the budget to be spent before the end of March 2016.
Resolved – Work to be allocated and invoice submitted.

11.2 To Receive any Issues for Herefordshire Highways
The clerk reported that the outstanding 30 sandbags for the Bush Bank is scheduled to be delivered soon.
Resolved: Report noted

12.0 To Receive Updates on Commons within the Parish
Resolved: PROW issues are progressing. Updates to follow at the next meeting.

13.0 To Raise Items for the next Scheduled Parish Council Meeting
Resolved: Items deferred from this meeting. Setup of website and appointment of a Tree Warden.

14.0 To Confirm the Date of the next Scheduled Parish Council Meeting

Resolved: Tuesday 1st March 2016 at 7pm (to be confirmed).
